ASCE 7-22 Seismic

This session will provide an overview of ASCE 7-22 updates for seismic. Significant updates include the multi-period response spectrum.
Additional updates will include two-stage analysis updates, inclusion of flexible wall–rigid diaphragm provisions, revisions to the
irregularity provisions, and a new force equation for non-structural components.

John Hooper is a Senior Principal and Director of Earthquake Engineering at Magnusson Klemencic Associates, Inc. John was the Chair of the ASCE 7-22 Seismic Committee and currently serves as Chair of the National Earthquake Hazards Reduction Program’s (NEHRP) Provisions Update Committee which is responsible for developing the 2026 NEHRP Seismic Provisions.

Principal, Martin/Martin, Inc. (San Francisco Bay Area office lead)
Emily Guglielmo, is a Principal at Martin/Martin, Inc. and leader of the San Francisco Bay Area office. She is Chair of the ASCE 7-28 Seismic Committee and chair of the National Council of Structural Engineers Associations (NCSEA) Code Advisory Committee. She has presented lectures on structural building code provisions nationally and internationally and was recognized with the Susan M. Frey NCSEA Educator Award.
New Nonstructural Seismic Design Provisions in ASCE 7-22

The presentation will (1) summarize the applied research that underlies the development of the new nonstructural seismic design provisions in ASCE 7-22, and (2) provide a couple of design examples for different components, including comparisons of the differences between the new provisions and those in ASCE 7-16.
Bret Lizundia
Principal, Rutherford + Chekene
Bret Lizundia is a principal at Rutherford + Chekene in San Francisco. Bret was a member of the project technical committee for the NIST-sponsored ATC-120 project series that developed Recommendations for Improved Seismic Performance of Nonstructural Components and a member of the Building Seismic Safety Council Provisions Update Committee that developed these recommendations into updates for the 2020 NEHRP Recommended Seismic Provisions for New Buildings and Other Structures which then led to adoption into ASCE 7-22. Bret has been active in earthquake reconnaissance, applied research, and guideline and code development throughout his career. He was the president of the Structural Engineers Association of Northern California and the Applied Technology Council, and he is the chair of the University of California Seismic Advisory Board.
OSHPD/HCAI Updates

This presentation will present/summarize the major HCAI/OSHPD changes in the 2025 CBSC. This includes amendments to Part 1, Parts 2, and Part 10 including a reason why the change was made. In addition, significant model code changes impacting hospital buildings will also be presented. Changes to Part 1, will include changes to seismic compliance requirements for hospital buildings. Amendments in Part 2 will address changes made in Chapter 16/16A through Chapter 22/22A. Amendments in Part 10 will address changes to provisions for all compliance methods.
Dr. Roy Lobo
Principal Structural Engineer, Department of Healthcare Access and Information (HCAI)
Dr. Roy Lobo is the Principal Structural Engineer with the Department of Healthcare Access and Information and has been with HCAI/OSHPD for over twenty years. He heads the Structural Services Section and is responsible for promulgating all necessary structural amendments to the California Building Standards Code to align with the mandates of the California Seismic Safety Act for Hospital Facilities. He is an active member of the structural engineering community with memberships in professional organizations such as the Structural Engineers Association of Central California (SEAOCC) and the American Society of Civil Engineers (ASCE). He is the Structural Standards chair for SEAOC and was chair of the SEAOC Seismology and Existing Buildings Committees. Roy is also a voting member of the ASCE 7-28 main committee, and seismic subcommittee and on various Issue Teams or Task Subcommittees of the 2026 BSSC PUC.
DSA Updates

This session will provide an overview of the significant changes in the 2025 California Building Standards Code (Title 24) as adopted by DSA-Structural Safety (DSA-SS). This includes new amendments contained in Part 1 – California Administrative Code (CAC), Part 2 – California Building Code (CBC), and Part 10 – California Existing Building Code (CEBC). The session will also highlight some of the significant model code changes impacting school buildings, as well as the alternative provisions that may be used for Community Colleges (DSA-SS/CC).
Ryan Turner
Supervising Structural Engineer, Department of the State Architect
Ryan Turner is a Supervising Structural Engineer with the Division of the State Architect (DSA) Headquarters Office. He supervises the Codes & Standards Unit and is responsible for promulgating structural amendments to the California Building Standards Code (Title 24). He has presented several courses on structural plan review and code amendments for DSA staff and stakeholders. He is an active member of the Structural Engineers Association of California (SEAOC) where he served as President and Treasurer of the San Diego Section (SEAOSD), and currently serves on the SEAOC Legislative Committee. He is also a member of the ASCE 7-28 Main Committee and Seismic Subcommittee. Prior to joining DSA, Ryan worked for 12 years as a structural engineer in the private sector where he designed and managed a wide variety of project types.
